Why Decision Markets Summary Paper.
Welcome to the C4I Strategies Disaster Relief/Response demonstration site. This site was built to demonstrate the use of market strategies to help improve U.S. response to disasters of all forms. The basics of using market strategies to improve Command, Control, Communication, Collaboration and Information (C4I) decision processes was discussed in my thesis at the following URL http://theses.nps.navy.mil/05Sep_Burth.pdf. This site is intended to share that vision and extend the model into the disaster response field.
Three markets are presented. The Atlanta market demonstrates a planning market, the Katrina market presents a recovery/reconstitution market, and the Wilma Market presents an exercise or real world response market.
In an active disaster relief market, the requestors and responders must be registered and be invited into the marketplace. Organizations register their capabilities: they may have teams, equipment, supplies, technical expertise, facilities, etc. Everything that they bring to the disaster relief market should be registered. Individuals register and represent the organizations, all transaction activities are accomplished by these individuals.
Often transactions in C4I market do not have a monetary value, in these cases actual resources committed or proposed must be carefully identified and recorded by the market so that a value may be determined for all transactions. In many cases where the requirement is for information, a valuation method needs to be established prior to market operation. For example, instead of a monetary response, a proposal would offer the number of man-hours estimated to provide the response.
In all cases, participating effectively in the market must matter in some way, even for information sharing and planning markets. Some examples of non-monetary participation incentives include: Providing summaries of participation value to leadership (State, Federal, and/or Organization); tying future budgets to market’s results; and media coverage.
